Project description / summary:  Professional Support to the Programme has been well utilised and this has resulted in much of the funding being brought forward into 2004/5. A further project will be developed to enable the programme to pay for specialist professional advice as needed over the next 18 months.  It is anticipated that some of this money will fund the programme's preparations to attain its own legal entity.
