Map of the NDC areaNew Deal for Communities is a Government funded community-led initiative aimed at improving neglected and disadvantaged local communities.

In April 2000 Central Government awarded the Coventry New Deal for Communities areas of Wood End, Henley Green, Manor Farm and Deedmore, £54 million.

Over the past years, local residents, NDC officers, communities and agencies have been working together to decide how this money will be best used to regenerate the area by creating real employment and training opportunities, better housing, a healthier quality of life, a safer community, a cleaner environment and improvements in educational achievement.

Our Vision

Working with local residents and agencies, the WEHM community developed their own Vision Statement for what they wanted from their NDC.
This was, for the NDC Partnership to create a "Normal Community" where we:

  • Are proud to say where we live
  • Have a chance and reason to learn
  • Are no longer victims of crime or too afraid to go out
  • Have an equal chance of finding work
  • Have positive things to do
  • Don't wake up to see boarded up houses or burnt out cars
  • Respect our neighbours and are respected by others

NDC funds and delivers projects under five thematic areas.

Crime
Crime Theme Objectives are to:
  • Remove the stigma of crime and anti-social behaviour being associated with the area

  • Improve the working relationship between the Police, other Statutory Agencies and residents to create a climate, where if a crime is committed or witnessed it is the norm to report it and there is confidence that a response will be made

  • Support and provide opportunities for young people to prevent their engagement in criminal activities

  • Re-establish a community spirit.

The key achievements over the past year have been: -

  • Improvement in the relationship with West Midlands Police, which has improved dramatically since last year.  Two new projects have been developed in partnership with WMP.

  • West Midlands Police have realigned the boundaries of the beats in the NDC area to make them coterminous with the NDC area.  This has been a huge step forward as it enables the tasking of officers and funding of projects much easier.

  • Coventry City Council are currently piloting a two-day repair on all street lighting reported.  The engineers will recode what damage has occurred to the columns and a meeting will be convened shortly to put measures in place to reinforce vulnerable lighting columns.

  • Continuing to work closely with CCC in relation to the city being an ASB Respect Action Area and ‘Its your call' telephone reporting line.

  • The theme commissioned Crimestoppers to undertake 3 months of work to raise peoples' confidence in reporting crime to the relevant authorities. This encouraged people to tell Crimestoppers about information that they are aware of; the focus of the project was "tell us what you know not who you are".  This project will have contributed to the level of overall recorded crime in the NDC.

  • The domestic violence project is very successful.  It tackles perpetrators, support victims and children and training for local front line workers.  Coventry’s first non-mandated programme for perpetrators of domestic violence is very successful, offering services to all NDC residents.

  • The women's advocacy service has been offering direct services for 1 year; they have developed a self-help group and offer drop in surgeries where residents can receive free and confidential advice and guidance.  This project addresses the high level of assault, committed by known perpetrators.

Quality of Life

The Quality of Life Theme Objectives are to:

  • To work with statutory and voluntary agencies in the area
  • To assist local people to adopt a healthier lifestyle by ensuring that lifestyle choices are easier choices
  • To improve the quality and accessibility of local health and related services and their responsiveness to community needs
  • To provide a network of preventative support, which enhances protection and support for both children at risk and in care by reducing the number of referrals to the Children and Families Team
  • To provide a series of preventative measures to reduce health inequalities and combat teenage pregnancy
  • To provide a much wider range of interesting and positive leisure activities for all residents, but especially young people
  • To enable all members of the community to increase their participation in sport and leisure activities.

The key achievements over the past year have been:

  • 1,484 residents have benefited from health lifestyle projects
  • Physical Activity project works to improve physical activity and peoples access to some low level exercise. 
  • Lifestyle coaches' project has given some residents a very supported boast into kick starting their weight loss and lifestyle change. 
  • Smoking cessation is delivered from several venues in the area. 
  • Refurbishment of swimming pool and new athletics track at Lyng Hall School and Sports College
  • Dietician project has helped to address poor diet and high obesity in the area.  This project has linked well with other leisure and health projects to deliver a more holistic service.
  • The refurbished gym facilities at Henley College provide a venue for local residents to use.  
  • The HELP project, which has GP referral for CHD patients, uses this, and also dieticians project use facilities for a slimmer's club. 
  • The NDC Counselling project was ceased as PCT funding was stopped due to citywide financial pressures.  However specialist counselling is provided locally by Relate in Domestic Violence Project and now Therapeutic Support for Children and their families project around major life events.

Housing Environment and Transport (HEAT)

The Housing, Environment and Transport Theme Objectives are to:

  • Deliver major housing and environmental improvements in the area to create a place that people will choose to live in sufficient numbers, making it a sustainable community.  This will be achieved through a major redevelopment of the area funded through increased land values, which will also result in major improvements to the large amounts of green space in the area.
  • Produce major improvements to the management of the environment, through working with partners and funding projects.

The key achievements over the past year have been:

  • Signing of the Master Development Agreement securing £360m investment in the NDC area.
  • Bus Schemes - 16 new stops have been constructed. Travel Coventry are in the process of carrying out a satisfaction survey and Primelines are carrying out a patronage survey on these routes.
  • Traffic Calming schemes - Humps on Hillmorton Road have been replaced by speed cushions. This has significantly improved the comfort of the bus passengers and drivers and more significantly reduced the noise pollution for the residents living on Hillmorton Road.
  • NDC Disabled parking - Disabled parking spaces have now been installed at the NDC office to allow better access for the disabled to the NDC office.
  • Landscaping schemes - Trees, shrubs and bulbs with new footpaths have been constructed at Monkswood Crescent and Deedmore Road. This has improved the local amenity and environment.

The Environmental Management project has funded approx 28 schemes to help the community. Some of these schemes include: -

  • Demolition of Vacant Garages – Logan Road, Ashorne Close, Emery Close, Hornsey Close, Lambeth Close, Watcombe Road amongst others.
  • BEST – Estate Agreement Education & Publicity Information
  • Board Park Road Shops – Improve security for shops and shopkeepers vehicles.
  • BCTV (Voluntary Charity) Tree Planting – plant 400 trees along Eburne Road to Wyken pool.
  • Graffiti Arts Project – to employ a tutor to deliver 30 sessions over 3 school terms.
  • Fencing – erecting security fences around various parts of the estate.     

The Environmental Improvements Project has tackled more mainstream problems such as: -

  • Traffic Calming measures – Hillmorton Road
  • Parking – Henley Road, Logan Road
  • Bus Stops (alongside Centro) – Wyken Croft, Henley Road, Broad Park Road
  • Landscaping (Alongside Jacobs Babtie) – Ashburton Road and Monkswood Crescent.
  • MUGA – Whitefriars Housing has agreed to take on the maintenance of the MUGAs.

Education

The Education Theme Objectives are:

  • To work with Statutory and Voluntary Agencies and community groups to improve educational achievement and attainment in the area and to create a learning community.
  • To work closely with the Employment Theme to promote learning as a lifestyle choice and to improve the levels of adults engaged in learning; this is because the theme has identified that a key barrier to educational attainment for children, young people and adults is a culture that does not value the benefits of learning
  • To work closely with the NDC Neighbourhood Services Theme to support families, and to look at diversionary and leisure activities for children and young people.
  • To work closely with the Employment theme to develop an approach and strategy to involve adults in education and training, and to ensure the learning of skills to support the sustainability of the area post NDC funding.

The key achievements over the past year have been:

  • A representative on the NDC Education Strategic Group sits on the Citywide Steering Partnership for MGSS who look at the citywide involvement of BME Communities within Children's related Services. 
  • We have developed, in partnership with Woodway Park Extended School, a out of school hours Study Support Centre which will support secondary age pupils from the NDC area in accessing the National Curriculum by proving mentor, homework and holiday study support and guidance.  The centre will be supported by staff from Connexions, Woodway Park School extended provision and by staff and resources from MGSS.
  • Some of the larger NDC projects have come to an end over the past year.  These have produced several key achievements, including:
  • Successful evaluation of Children and play workers in schools project – with good practice to be enveloped within family learning and family support projects (working with Neighbourhood services team – QOL theme)
  • Moat House School and Early Years Centre winning West Midlands RICS award for best building in the benefit to the community section
  • Moat House and Henley Green Community Facilities both self-sustainable in the short to medium term and both Centres developing long term (5 – 10 yr) strategic Successful implementation of Youth Development Project, with Youth Forum/s involved in National steering group work, and participation in local, city and National conferences (both in assisting delivery and participating in)

Employment

The Employment Theme Objectives are:

  • To provide local people with the tools they need to access jobs
  • To create effective links to the City economy, in terms of job networks, new businesses and access to both local employers and major employment sites.  More specifically, this work involves:
  • Developing improved integrated provision and support across the area
  • Focusing on the potential to support individuals into jobs and training
  • Taking opportunities to link to other employment related regeneration initiatives
  • Establishing links between local people and local employers
  • Identifying and delivering specific skills needs to local people
  • Promoting new businesses.
  • To work closely with the Education theme and Neighbourhood Services themes to develop an approach and strategy to involve adults in education and training, and to ensure the learning of skills to support the sustainability of the area post NDC funding, and to develop initiatives that promote employment opportunities linked to learning.

The key achievements over the past year have been:

  • The business start-up section of the enterprise centre has successfully supported the development of 31 business plans, 11 of which are from the BME population and 2 of which are from Lone parents since starting in Sept 06.
  • 67 residents have found employment into local jobs between June and December 2006 as a result of The Workshop Project.
  • The development of a Masterplanning Employment and training strategy in partnership with the developers and key agency partners including CCC, Whitefriars and Jobcentre plus, to ensure local benefit in terms of jobs and in particular construction training.
  • Improved communications with the LSC and the Chamber – NDC an active member of the JSG.  This work is allowing NDC to develop plans and programmes in partnership with partners and to influence citywide provision. 
  • Improved access to area ESOL provision, and ESOL for employment classes.

While many of the issues faced by the NDC programme fall into one of the main thematic areas listed above, some issues cross over into two or more areas. These are referred to as Cross Cutting Themes. These are:

Community Involvement

The objectives of the Community Involvement Theme are:

  • Develop a partnership approach to encourage the involvement of residents with local agencies and other stakeholders to enable residents to influence and improve service delivery and make decisions that will regenerate the area.
  • Provide support to individual residents and groups to enable them to become involved and influence the NDC at all levels. 
  • Support meaningful consultation events, particularly with “hard to reach” groups
  • To encourage wider community and partner participation in the work of the WEHM Partnership.
  • To support and strengthen the role of residents in the governance of the WEHM NDC partnership.

Communications

The NDC Communications Team is geared towards helping projects communicate to their target audiences effectively and to raising the project profile both internally and externally. This can be in the form of a press release issued to the media, an article in the Your Shout magazine, a brief write up in 'The Bulletin', your own section of the NDC website or attending exhibitions.

Your Shout magazine

The Your Shout magazine is produced and mailed out bimonthly. It is also available on the website in the format of a PDF. Your Shout magazine makes an interesting read for all types of people.

Website

The website is constantly being updated. With over 6,500 users visiting every month, the volume of residents and visitors outside the NDC area, provides an opportunity to display the selling features of your project's service.

The Bulletin

This monthly e-newsletter communicates latest developments amongst all agencies of Coventry NDC, including Coventry City Council and central government.

Young Peoples Services

After a year of implementing the comprehensive youth development and diversionary activities programme, it is now time to look ahead and build on the strong foundations laid.  Young people can now access a number of workers and activities in the NDC area:

  • Youth Forum Co-ordinator.
  • Connexions Worker.
  • Positive Activities for Young People Worker.
  • Summer and other holiday activities.

The Youth Forum Room at the Eburne Youth and Enterprise Centre has made a significant difference to progressing the youth agenda in the WEHM area.  The room has given young people their own space to work with their peers on changing the prospects of young people living in Wood End, Deedmore, Henley Green and Manor Farm.

The Wood End Youth Centre and Adventure Playground (Venny) continues to be the facility in the WEHM area that is the hub of youth related work.  Creative activities provided include graffiti, music and film production and dance. 

Youth provision from other community facilities such as Henley Green Community Centre is broadening youth engagement and development beyond a 'one-centre' approach.

The success of using sports as a tool in community based outreach work is evidence of the flexible and evolving opportunities open to young people.  The use of Multi-Use Games Areas (MUGAs), spread throughout the WEHM area, is an example of how outreach work has brought activities to where young people want them.   

Young people have also benefited from the Youth Investment Project and the Brakes Project over the last year.  These projects have focused on engaging young people at risk of offending or exclusion.  A diverse programme of activities have steered young people towards positive destinations in education, training and employment. 

One of the positive outcomes of the youth related work continues to be the integration of service provision and project activities. Local partnership arrangements have been at the heart of making sure that young people benefit from project activities that are needs and best practice led.  There is a commitment from all youth practitioners to reduce barriers of access to activities and make service provision seamless.   The close working relationship between the NDC and the Coventry City Council Youth Service will continue to be an important part of working towards an exciting and sustainable future for youth orientated projects, activities and services.  

One of the other key issues connected to the youth agenda is that it is one of the parts of the NDC delivery programme that bridges other themes.

Commissioning Process

Below is a breif summary outlining the commissioning process. A more detailed outline can be found in the Coventry NDC Commissioning Process. or click here to meet the team

The Commissioning Process

The process is designed to remove much of the uncertainty and lack of clarity associated with some competitive funding programmes. It is also designed to speed up the process for delivering the NDC Programme.


The Commissioning Prospectus

The Prospectus consists of documents that explain what Coventry NDC wishes to fund and how much is available for the delivery of new work within the current Delivery Plan. The Prospectus contains specifications based around the Programme themes explaining what is required from potential delivery organisations. The specifications will also indicate the period for which NDC funding would be available. The Prospectus provides more detailed information on what criteria proposals will be appraised against including the desired outcomes and outputs sought by NDC.

Proposal Submission Process

For organisations interested in delivering or being involved in providing commissioned services on behalf of Coventry NDC there are 4 stages to follow:

Stage 1 Preparation
Stage 2 Expression of Interest/Proposal Development and Submission
Stage 3 Assessment & Appraisal
Stage 4 Contracting & delivery

Characteristics of Proposals Likely to Be Considered for Funding.

Preference will be given to proposals that have a combination of some or all of the characteristics below:

  • Plausible and based on evidence of what has worked elsewhere;
  • Innovative – pioneering into new areas of work or new types of delivery where there is none or limited funding currently committed;
  • Be multi-agency, bringing together different community and voluntary organisations and cutting across traditional professional and sector boundaries to target underlying factors;
  • Demonstrate a clear link between the project aims and the Coventry NDC high level outcomes;
  • Have a measurable impact – so that the effect of specific interventions are clear at each stage of the activity;
  • Demonstrate a clear community engagement;
  • Use community groups and facilities within the design and delivery of the project;
  • Empower NDC residents, involving them in both the design and delivery of the project;
  • Use existing evidence to demonstrate that residents want the project;
  • Be preventative wherever possible;
  • Have a robust programme infrastructure including an accountable project steering group with clear roles and responsibilities, a Project Officer and Implementing Officer, and a designated project team with clear roles and responsibilities;
  • Promote sustainability through the project, ensuring that the project or some of the activities will continue post NDC funding;
  • Ensure that project champions both within the Coventry NDC area, city wide, will adopt good practice and lessons learnt from evaluation regionally and nationally.

Building a Legacy

Coventry NDC is about kick starting new initiatives and promoting innovative ways of working, as well as being about changing the way services are delivered in the long term.  Proposals must indicate how they envisage building a legacy and what things are being put in place to ensure that best practice generated will be continued beyond the lifetime of the project funding (September 2008).

Partnership Board

The NDC programme is overseen and managed by a group of residents and agency representatives called the "Partnership Board".  The Partnership Board makes the strategic decisions which the NDC then implements on a project basis. Residents take up the majority of places on the Partnership Board - 12 places in Coventry's case. In addition, the Partnership Board includes representatives from West Midlands police, Coventry Teaching Primary Care (formerly the Health Authority), Job Centre Plus (formerly the Employment Service), the Benefit Agency, Henley College, Education Action Zone, Whitefriars Housing Group, a local business representative, and local ward councillors.

As well as attending Partnership Board meetings, we encourage residents to also get involved with the work of the key theme areas. Each theme area has its own Resident Chair and regular strategy meeting for residents to get involved in a subject area that they might be particular keen on.

WEHM Committee

This is a group of 12 residents that meet up independently of the NDC to discuss plans for the area, the process of the NDC and to discuss feedback from other residents. They talk privately about any issues that concern them about the progress of the NDC area, and decide hot to act on these. These 12 residents also form the majority of the NDC Partnership Board, and issues they discuss at the WEHM committee are often brought before the Board.

Accountability

Government office for the West Midlands (GOWM) requires all NDCs to have an Accountable Body, to guarantee the grant, and be a suitable organisation to act as employers. In the case of Coventry NDC the City Council act as the Accountable Body and the employer. This means that NDC follow all City Council policies and procedures, unless otherwise agreed by the board.

Neighbourhood Services

The Neighbourhood Services team at NDC, as its name suggests, brings together key local services and coordinates the delivery of the NDC programme in a joined up way, to ensure local residents can see and influence a cohesive set of functions, which affect their area.  Neighbourhood Services brings together the NDC themes of Crime, Health, the Environment, Young People's Services and Community Involvement.  

Performance & Commissioning

Performance and Commissioning is the Programme Management of the Programme. Commissioning is about ensuring the NDC Programme has projects that meet the needs of the area. Performance is about ensuring that existing projects continue to meet the needs of the area. 

Economic Programmes

Business enterprise, employment and training and education are the theme areas sitting within the NDC's economic programmes agenda, which aims to promote economic growth as an integral part of regeneration in the area.  Its work brings businesses, jobs, opportunity and skills together to encourage more prosperity as a community, for individuals and businesses alike - investing in education for early years, through to jobs and training and support for enterprise.  

Community Involvement and Communications

Community Involvement and communications are the backbone of the NDC programme and underpins all theme areas in the NDC programme.  Providing information to local people, engaging and involving residents is an NDC priority, as is ensuring that residents, who are involved in our work, receive the best support and training to fulfil their potential.  Our Community Involvement and Communications function at NDC recognises that information and the ability to influence is what makes communities empowered and in control of their future.
